Mandate Ch. 2 (Executive Office of the President) — OMB Budget: existing six RMOs should be divided into smaller subject-matter areas allowing more PADs, each with a Deputy PAD, to enable more comprehensive direction and oversight of policy development and implementation.
Undo plan
1) Halt further subdivision of RMOs solely to multiply political control layers.
2) Restore career analytical lead roles on routine budget formulation with political oversight limited to major policy choices.
3) Publish RMO charters clarifying that statutory agency duties and enacted appropriations govern, not informal presidential agenda enforcement.
4) Seek congressional oversight of OMB political expansion that bypasses agency Senate-confirmed leadership.
