Restore OMB apportionment signing to political PADs
Mandate directs that Program Associate Directors (political appointees), not career Deputy Associate Directors, personally sign apportionments so OMB can control amount, duration, and purpose of agency funding for the President’s agenda.

Mandate Ch. 2 (Executive Office of the President) — OMB: restore apportionment decision-making to PADs’ personal review; no Director should be chosen who is unwilling to restore this Trump-era practice reversed by Biden, or who will not wield and defend the tool aggressively.
Undo plan
1) Rescind any OMB practice or memo that returns exclusive apportionment signature authority to career DADs.
2) Restore career technical review of apportionments while requiring political PAD concurrence only for routine, non-policy allotments.
3) Reinstate written Anti-Deficiency Act stewardship norms so apportionment cannot be used as an off-books policy veto of enacted appropriations.
4) Codify in statute or appropriations report language that OMB may not withhold or condition funds contrary to clear congressional purpose.
5) Verify: quarterly public apportionment summaries and GAO sampling for agenda-conditioned funding holds.
