Prohibit private employers from using BA requirements to screen applicants

1) Expand skills-based hiring in federal service/contracting without criminalizing private credential preferences. 2) If any BA limits are considered, pair with anti-discrimination and disability accommodations—not culture-war mandates. 3) Reduce degree inflation via public workforce investment rather than speech/employment bans. 4) Evaluate contractor degree waivers case-by-case. 5) Verify: share of federal postings without degree requirements; contractor compliance.
