Ch. 18 · DOL·Proposed·

Force fair-market public pension disclosure; tighten multiemployer rules; timely PBGC reports

Mandate wants annual fair-market liability disclosure for public pensions, multiemployer reforms mirroring single-employer protections, and on-time PBGC reports using fair-market principles plus tougher action on underfunded plans.

Mandate

Mandate Ch. 18 (Labor) — Pension Reforms: Congress should require public pension funds to disclose fair market value of assets/liabilities using Treasury yield curve; reform multiemployer pensions toward single-employer-like protections; PBGC annual reports on time with fair-market data; use authority to remedy/terminate badly run multiemployer plans.

Undo plan

1) Improve pension transparency without using disclosure alone to justify benefit cuts. 2) Strengthen multiemployer funding rules with worker representation in reforms. 3) Hold PBGC to timely, accurate reporting and proportionate enforcement. 4) Avoid punitive terminations that strand retirees. 5) Verify: funding ratios under multiple discount rates; PBGC report punctuality.
